The windmill fields of Streamdale are dying. The eternal breezes that turn the mills have become erratic, causing famine. The proprietor, Old Hargrove, claims wind mephits are stealing the caps from the mills, silencing them. He has set decoy effigies to lure them. But the truth is a bitter harvest: the mephits are the last remnants of a bound air elemental, and Hargrove's effigies are siphoning their life force to power a hidden, arcane engine beneath his fields. The players arrive as tensions boil between Hargrove's desperate faction and a group of itinerant elementalists who see the mephits as kin to be saved, not pests to be extinguished.

The Hub of Broken Winds: The central windmill plaza, a once-thriving market now silent. Mangled windmill caps litter the ground. Old Hargrove stands amidst his crude scarecrow-like effigies, surrounded by a handful of loyal, hungry townsfolk. The air is thick with dust and accusation.
Environmental Traits
The regional crisis: The Windmill Fields are failing. Without functional mills, grain cannot be processed, and starvation looms. The players must navigate the conflict between Hargrove's faction (who believe the mephits are a plague to be eradicated) and the Elementalists (who believe the mephits are victims and their destruction will bring a worse curse). The ultimate goal is to restore the winds, but the method—salvation or sacrifice—will determine the fields' fate.
