For centuries, the Trident Reef was a fragile demilitarized zone between the surface kingdoms and the deep-sea Sahuagin dominion, held in check only by the Maritime Edict—a divine pact etched upon a coral tablet and housed within the Sunken Citadel. Now, the edict has vanished. The Sahuagin Knights of the Coral Throne, a militaristic order sworn to uphold the pact, accuse surface dwellers of theft and are mobilizing for war. In truth, a faction within their own ranks, the Tidecallers, seeks the edict's destruction to unleash their god and drown the surface world. Caught in the middle are the coastal city of Port Vaelen, whose desperate merchants and refugees whisper of a third option: finding the edict before the war begins, and using it as a bargaining chip to renegotiate a peace that benefits the downtrodden.
