The party finds themselves implicated or drawn in when they discover the body of Henrick Valour, a senior customs official, in a locked warehouse. Clues point toward the missing envelope, said to contain a magical registry of every illicit cargo movement for the past year.
Environmental Traits
The region is on the brink of a trade war. The Crown's revenue is bleeding out, starving coastal defenses and sowing unrest among the populace who rely on cheap, smuggled goods.
