Two factions clash over the solution: one seeks to purge the corruption by any means, the other seeks to harness it for profit and power. You arrive as a neutral party, but neutrality is a luxury the drowning cannot afford.

The Storm-Scarred Docks of Blackwater Port. Crates of rotting fish sit beside sparking, corroded batteries. Sailors mutter about 'the surge' that comes with the tide. The air itself seems charged, and the water below glows with a sickly, intermittent light.

Environmental Traits

The region is experiencing an ecological and economic collapse. The source is a toxic confluence of smuggler dumping and mutated megafauna. The ultimate goal is to stop the eel surges that are destroying the port, but the path to do so is morally fraught and geographically treacherous.
